Malaysia reviews AD on HRC from China, Indonesia
Malaysia’s Ministry of International Trade & Industry (Miti) has initiated an administrative review on existing anti-dumping duties on imports of hot rolled coil, chequered coil and pickled-and-oiled coil from China and Indonesia, Kallanish understands.
The original anti-dumping investigation was initiated on 18 June 2014 and the final affirmative anti-dumping duties of 2.49%-25.4% were imposed on 14 February 2015 until 13 February 2020, Miti says. The targeted products fall under HS code 7208.10.0000, 7208.25.0000, 7208.26.0000, 7208.27.1100, 7208.27.1900, 7208.36.0000, 7208.37.0000, 7208.38.0000, 7208.39.1000, 7208.39.9000 and 7225.30.9000. China exported less than 10,000t of these products in Q1 2018, down -79% year-on-year, Chinese customs data show.
Indonesia’s PT Krakatau Steel requested the review on the ground that sole Malaysian HRC producer, Megasteel Sdn Bhd ceased output on 31 March 2016 and hence, there is no local production.
In line with the latest review, Miti will send questionnaires to a number of bodies. These include companies, PT Krakatau Steel, Benxi Beiying Iron & Steel Group Import & Export Corp, Benxi Iron & Steel (Group) International Economic & Trading Co, Rizhao Steel Wire and Shanxi Taigang Stainless Steel. Questionnaires will also be sent to the domestic Malaysian industry and the governments of both China and Indonesia.
The final determination of the administrative review will be made within 180 days from the initiation date, Miti says. The Malaysian Federal gazette initiation notice is dated 14 August.
