Hainan launches new policy to encourage NEV purchases
Hainan Province's Ministry of Industry and Information Technology recently released a new policy document with a series of measures to encourage more people to choose new energy vehicles (NEVs).
On 29 March, the new policy document was made public in order to "accelerate the promotion and adoption of NEVs in Hainan Province, ensure that new NEVs will take up more than 30% of the total amount of new cars during 2022 in Hainan Province, and help realise the 'two carbon goals' in transportation and logistics ares."
One of the main focus areas is the improvement of NEV charging systems, Kallanish learns. According to the document, for Hainan Province, the goals for 2022 include constructing over 20,000 charging piles to keep the "battery-electric-vehicle-to-charging-pile ratio" below 2.5:1; realising full coverage of public charging infrastructure facilities in all highway service areas and suburban areas; organising special action teams to enter neighbourhoods to offer tangible and tailored help.
Hainan will promote the application of the power-swapping model by rewarding cruising taxis, medium- and heavy-duty trucks and other NEVs that demonstrate the model.
During 2022 in Hainan, various operation service subsidies will be given for choosing to purchase new energy trucks, new energy sanitation vehicles, new energy tour buses and shuttle buses. For individuals, electricity charging subsidies will be given based on electricity consumption levels of car models. People can also get subsidies from giving up old used cars.
Special passing tickets would be given to new energy trucks in traffic-restricted cities such as Haikou and Sanya.
