The European Union (EU) is introducing a Carbon Border Adjustment Mechanism (CBAM) imposing taxes on carbon emissions for all steel imports commencing 1st January 2026.This cost is intended to match the cost and rate at which European steel producers lose their carbon allowances under the EU Emissions Trading System (ETS). Steel producers from outside the EU intending to export steel to the EU for arrival after 1st January 2026 will have to evidence their carbon emissions to be allowed to sell their product into the EU market, and on arrival in the EU those exports will suffer an import tax related to those carbon emissions. The legislation and technical requirements are detailed and complex. This workshop aims to lay out in simple language what is required from steel producers, what is the process for steel importers, and what the cost implications are. We will also touch on other protectionist measures which are already mooted, and indeed some of which may already be in place by the time we meet.

The workshop will be split into two halves as follows:

Steel Producers

  • What the legislation intends to achieve
  • What information steel producers must provide
  • How that information must be presented
  • How that information is ratified

Steel Importers

  • How the importer must register to be able to import
  • How the import must be presented
  • How the tax will be calculated
  • How the tax will be paid
  • Changes to Safeguard Measures, Anti-Dumping Investigations and Duties, and other protectionist measures.

This workshop should provide value to all steel manufacturers who may wish to export to the EU, especially at this time of tremendous oversupply from China and elsewhere.

Trainer

Dick Sands, Managing Director Distribution, Stemcor

After graduating from Oxford University in 1977, with a degree in Mathematics, Dick is now in his 48th year of employment in the steel trade. Over half of those years with current employer Stemcor. Dick’s experience ranges from his earlier years importing flat rolled steel and long products into the UK market, through a period trading long products across the globe, then a decade trading raw materials for steel making, and for the last decade looking after much of Stemcor’s European import and distribution business. Three times Chairman of the International Steel Trade Association, Dick has a wealth of experience in both sourcing and marketing steel products and steel-making raw materials across the globe.
