Overview

Scrap is in the spotlight now more than ever. A mainstay of Turkish and US mills for decades, today, with decarbonisation driving business decisions and recycling and the circular economy being prioritised, everybody wants a piece. And, as steelmakers electrify, scrap demand will only increase. But will this be the case for all grades?

Quality is likely to matter more than quantity. The spread between obsolete and premium grades is already far wider than it has traditionally been. With quality-conscious flat products set to be increasingly produced in EAFs, lower scrap grades will require more thorough processing to ensure they meet the required standards. The jury, nevertheless, remains open on whether the scrap market will see a supply deficit.

In any case, scrap resource nationalism is a hotly debated topic. In 2024, the EU implemented the Waste Shipments Regulation, which restricts scrap exports to non-OECD countries unless they can prove the material is being handled sustainably. But will the EU implement further measures, such as export quotas or even a ban?

India has emerged as the clear second-largest scrap importer after Turkey, with volumes growing each year while Turkey’s fluctuate. However, the Asian giant wants to develop domestic scrap processing infrastructure to feed its growing steelmaking capacity. Will this temper import requirement? China is meanwhile loosening scrap import restrictions. Will its scrap imports boom at some stage?

How will the global scrap pool change in the coming decades as economies like China mature? Is the trend of increased scrap use in blast furnaces likely to grow? How will the US and EU EAF buildout impact scrap availability? Will Turkish mills need to look for alternative feedstocks to scrap? How is freight market disruption impacting scrap trade?     Business cycles in the steel industry are becoming more unpredictable due to uncertainty, rapid changes in trade routes, and a lack of funding to drive steel demand, forcing scrap providers to adjust. Turkey's dominance in the seaborne scrap market is challenged by the Indian subcontinent, and legislative constraints are appearing on scrap trade amid the increasing electrification of steelmaking. On the other hand, Chinese semi and finished steel exports are weighing on Turkish scrap demand. While scrap demand is set to increase amid greatly expanding EAF capacities, high energy costs and insufficient measures to boost economic growth are hindering supply.     Session 4: Where are scrap prices heading in 2025?

    Scrap prices in Turkey in 2024 witnessed the most stable trend in their history. Tight supply prevented values from falling to the levels desired by buyers, while Turkish producers' tight margins and limited demand stopped prices from rising, narrowing the room for price movement. As the energy transition raises EAF steelmaking share and scrap supply remains restricted amid weak manufacturing output in mature economies, there is an expectation that demand for scrap and, therefore, its prices will be pushed up. India carried the scrap market in 2023 amid Turkish mills’ lack of global competitiveness, but Turkey bounced back in the second half of 2024 as trade cases and supply disruption helped it boost steel exports to Europe. Who will drive demand in 2025? How will shifting US steel industry dynamics and continued weak European manufacturing output impact scrap supply? This session will look at how scrap prices charted over 2024 and where they are heading in 2025.
